I believe Whizkid 2 is required for it (although for most of them you have to install Durable first before Auto-Repair shows up). If you get Whizkid then you can install Auto-Repair on armor and helmets which automatically repairs them to 30% and basically ensures that they will never break. The notion of getting it to level 3 was completely out of the question, it would dissolve waaay before that.
